Chief of Police Carlos A. Hill

I am honored to stand before you as your Chief of Police in Quincy, Florida. With 34 years of dedicated service in both military and civilian law enforcement, I have committed my career to ensuring the safety and well-being of our communities. My journey in law enforcement has been diverse and extensive, providing me with a wealth of experience and a deep understanding of the multifaceted nature of this profession.

Throughout my career, I have held various leadership roles in both military and civilian law enforcement. As a Senior Drill Sergeant, I provided training and leadership for two drill sergeants and 60 initial enlisted trainees, shaping them into disciplined and capable soldiers. Transitioning to civilian law enforcement, I served as the Director of Training for the Franklin County Sheriff’s Office, where I was responsible for developing and implementing comprehensive training programs for the department. I also held the position of Captain for the Midway Police Department and Lieutenant for the Quincy Police Department, accumulating a total of 19 years of command staff and leadership experience. These roles have equipped me with a solid foundation in strategic planning, team management, and effective communication.

In my civilian law enforcement career, I had the honor of serving as a Special Weapons and Tactics (SWAT) Team Commander. Leading a team of highly skilled officers in high-risk operations, I learned the critical importance of strategy, communication, and decisive action. This role further honed my leadership abilities and reinforced my commitment to protecting our community from the most dangerous threats.

For the past 20 years, I have also served as a criminal justice educator, sharing my knowledge and experience with aspiring law enforcement professionals. This role has been incredibly rewarding, as it has allowed me to mentor and guide the next generation of officers, instilling in them the values of honor, duty, and respect that I hold dear.

As I look forward to serving as your Chief of Police, I am committed to fostering a safer, more inclusive Quincy. My vision is to work collaboratively with our community to address our unique challenges and enhance the quality of life for all residents. I am excited about the opportunity to lead our police force with integrity, transparency, and a steadfast commitment to justice.

Thank you for your time and consideration. I look forward to the journey ahead and the chance to make a positive impact in Quincy.
